First of all, she is not simply herding a goat in an open field; she is doing so against the backdrop of an eerie industrial landscape. This creates a striking contrast between young life and a beautiful animal on one side, and a soulless concrete monster in the form of a fence, a factory, and a dull gray sky on the other. It is the antithesis of the living versus the inanimate.
The struggle between beauty and lifelessness. I find this situation very dramatic, yet unfortunately quite relevant.
